Terms of Service
The rules for using WebInspect’s inspectors, reports and AI features — including what you may and may not inspect. Please read the Acceptable use section carefully.
Last updated:
01The agreement
These Terms of Service (“Terms”) govern your use of WebInspect (webinspect.dev), including the Website, API and Network inspectors, the Compare tool, published reports, exports and AI-generated explanations (together, the “Service”).
The Service is provided by INSPIRING RESEARCH&INVENTIVE SOLUTIONS SRL, registration number J2023015414400 (Bucharest Trade Register), tax ID (CUI) RO48657227, registered office Str. Radu Beller nr. 3-5, Sector 1, Bucharest, Romania (“we”, “us”). By using the Service or creating an account you agree to these Terms. If you use the Service on behalf of an organisation, you confirm you are authorised to bind it, and “you” includes that organisation.
Our Privacy Policy explains how we handle personal data.
02Eligibility
You must be at least 16 years old and able to enter into a binding contract to use the Service. You may not use the Service if you are prohibited from doing so under applicable law.
03Accounts and security
Many features work without an account. If you create one, give a valid email address you control and keep your password confidential. You are responsible for activity carried out through your account. Tell us promptly at [email protected] if you suspect unauthorised use.
Do not create accounts in bulk or by automated means, share accounts to pool allowances, or use another person’s account without permission. We may limit the number of accounts created from one network.
You can download your account data or delete your account yourself at any time on the Account settings page.
04Free usage, quotas and limits
The Service is currently free of charge and is subject to usage limits:
- Visitors without an account may run a limited total number of inspections (Website, API, Network and Compare).
- Accounts receive a monthly allowance of inspections, which resets at the start of each calendar month (UTC).
- AI features are subject to their own limits, such as waiting periods between requests and hourly, daily and overall caps, as well as an overall budget.
- Requests are also rate-limited to protect the Service.
The current allowances are shown in the Service and may be changed by us at any time. An inspection counts towards your allowance when it starts, whether or not the target responds successfully. Unused allowance does not carry over and has no monetary value. If we introduce paid features we will tell you in advance and they will be subject to separate terms.
05Acceptable use
Only inspect systems you own or are authorised to test. The Service sends real network traffic to the targets you enter. You are responsible for having the right to do so.
You agree not to use the Service to:
- inspect, probe or test any website, API, host, IP address or network that you do not own or do not have the owner’s permission to test;
- attempt to reach internal, private, loopback, link-local or cloud-metadata addresses, or otherwise get around the protections that keep the Service on the public internet (for example via DNS rebinding, redirects or crafted hostnames);
- abuse the network, port or protocol checks — for example to map networks, find vulnerable services at scale, or check ports of systems you are not authorised to test;
- attack, overload, disrupt or carry out denial-of-service against any third party, or use the Service as a relay or to hide the origin of traffic;
- send requests containing malware, exploit payloads, spam, or credentials and tokens that do not belong to you;
- get around quotas, rate limits or other usage limits — for example by rotating cookies, IP addresses or accounts, or by automating the Service through scripts or bots — or overload the Service;
- scrape, resell, or offer the Service or its output as part of a competing service without our written permission;
- reverse engineer or interfere with the Service, its security, or other users, except where the law permits it despite this restriction;
- publish reports or other content that is unlawful, infringing, defamatory or that discloses personal data or secrets without a legal basis;
- break any applicable law, including computer-misuse and cybercrime laws.
We may monitor use of the Service to enforce these rules, block requests or targets, and report unlawful activity to the competent authorities.
06Published and shared reports
You can publish an inspection result as a report with a link. A public report can be opened by anyone with the link and may be indexed by search engines unless indexing is turned off. You can instead make a report password-protected or private, and choose an expiry.
You are responsible for what you publish. Before publishing, check that the report does not reveal confidential information, credentials, internal details or personal data that you are not entitled to share. Credentials entered in the API Inspector are redacted automatically, but other data — such as URLs, headers or response content — is published as shown.
You can delete a report you published at any time from the report page — when you are logged in to the account you published it from (also listed under Account settings), or from the browser you published it from. If neither applies, email us its link from the address linked to your account, or with enough detail to show the report is yours, and we will remove it. Expired reports are deleted automatically.
You keep any rights you have in content you publish. You grant us a non-exclusive, royalty-free licence to host, store, display and distribute that content as needed to operate the Service. We may remove or restrict any report that breaches these Terms or the law, as described in the next section.
07Reporting content, moderation and points of contact
Published reports are content provided by users and stored at their request. We do not review reports before they are published, and we have no general obligation to monitor them. These rules apply under the EU Digital Services Act (Regulation (EU) 2022/2065, “DSA”).
Single point of contact (DSA Art. 11 and 12)
Authorities of the EU Member States, the European Commission and the European Board for Digital Services, as well as users and anyone else, can contact us directly and quickly by email at [email protected]. This is our single point of contact for all matters under the DSA. You can write to us in English or Romanian. We do not use automated systems to answer these messages.
How to report illegal content (notice and action, DSA Art. 16)
Every public report page has a “Report this content” link. It opens an email to [email protected], prefilled with the report’s link and the information a notice needs. You can also write to us directly. To let us act on it, a notice should contain:
- the exact link (URL) of the report, and which part of it you are reporting;
- a sufficiently substantiated explanation of why you consider the content illegal or in breach of these Terms;
- your name and email address (not required for notices about child sexual abuse material or similar offences);
- a statement that you believe, in good faith, that the information and claims in the notice are accurate and complete.
We confirm receipt of each notice without undue delay, review it diligently, objectively and without arbitrary decisions, and tell you what we decided and how you can seek redress. Notices are handled by people, not by automated tools. Where content appears to involve a criminal offence that threatens a person’s life or safety, we inform the competent authorities (DSA Art. 18).
Statement of reasons (DSA Art. 17)
If we remove, disable or restrict a report, or suspend a user’s access, we give the affected user a clear and specific statement of reasons whenever we have their contact details (for reports published while logged in, the account email). It states what we did and its territorial scope, the facts and circumstances relied on, whether the action followed a notice, whether automated means were used, and the legal ground or the provision of these Terms concerned, together with the ways to contest the decision.
Contesting a decision
If you disagree with a decision we took on a notice or about your content, reply to our message or write to [email protected] within six months, explaining why. We will look at it again with a person who was not involved in the first decision where possible. This does not affect your right to go to court or to use any other remedy available under the law. Romania’s Digital Services Coordinator is the National Authority for Management and Regulation in Communications (ANCOM).
Repeated misuse
We may suspend, after a prior warning, users who frequently publish manifestly illegal content, and stop processing notices from people who frequently send manifestly unfounded notices.
08AI-generated output
AI features produce explanations, fix suggestions, recommendations and chat answers generated by third-party AI models. AI output can be incomplete, outdated or wrong, even when it sounds confident.
- AI output and inspection scores are for information only. They are not professional security, legal, compliance or engineering advice and not a certification or audit.
- Review and test any suggested configuration or code before using it, especially in production.
- Do not submit secrets or personal data to AI features. See the Privacy Policy for what is sent and logged.
09Accuracy of inspection results
Inspections reflect what our servers observed at a given moment from their network location. Results can differ from what other users, regions or browsers see, and depend on the target and on third-party data sources (such as DNS resolvers, certificate-transparency logs and IP geolocation data). Scores and grades are our own heuristics and are not industry certifications.
10Intellectual property
The Service — its software, design, text, guides, scoring methods, logos and the WebInspect name — belongs to us or our licensors and is protected by intellectual-property laws. We grant you a personal, revocable, non-exclusive, non-transferable right to use the Service under these Terms. You may use, export and share the results of your own inspections. Nothing in these Terms transfers ownership of the Service to you.
11Third-party services and links
The Service relies on third-party providers (for example hosting, AI models and data sources) and contains links to other websites, such as biela.dev. We are not responsible for third-party websites or their content, and their own terms apply when you use them.
12Disclaimer of warranties
To the extent permitted by law, the Service is provided free of charge, “as is” and “as available”. We do not guarantee that it will be uninterrupted, error-free or secure, that results will be accurate or complete, or that it will meet your requirements. This does not limit any rights you have as a consumer that cannot be excluded by contract, including statutory guarantees of conformity.
13Limitation of liability
To the extent permitted by Romanian and EU law:
- we are not liable for indirect or consequential loss, or for loss of profit, revenue, data, business or goodwill arising from your use of, or inability to use, the Service;
- we are not liable for decisions you make based on inspection results or AI output, or for consequences of your inspecting targets you were not authorised to test;
- because the Service is provided free of charge, our total liability to you for all claims relating to the Service is limited to EUR 100.
Nothing in these Terms excludes or limits liability for damage caused intentionally or by gross negligence, liability for death or personal injury, liability that cannot be limited under applicable law, or your mandatory rights as a consumer.
Your responsibility
You will compensate us for reasonable losses and costs (including reasonable legal fees) arising from claims by third parties caused by your breach of these Terms — in particular inspecting systems without authorisation or publishing content you had no right to publish — to the extent permitted by law.
14Suspension and termination
You may stop using the Service at any time and delete your account yourself on the Account settings page, or ask us to do it by emailing [email protected].
We may suspend or terminate your access, block targets, or remove reports, with or without notice, if you breach these Terms, if required by law, or to protect the Service, other users or third parties. We will tell you why as described in “Reporting content, moderation and points of contact”, unless the law or a competent authority prevents it. We may also change, limit or discontinue all or part of the Service; where a change significantly affects account holders we will try to give advance notice. Sections that by their nature should survive termination (including “Published and shared reports”, “Intellectual property”, “Disclaimer of warranties”, “Limitation of liability” and “Governing law and disputes”) continue to apply.
15Changes to these Terms
We may update these Terms. The “Last updated” date shows the current version. For significant changes we will give reasonable notice on the site before they take effect. If you continue to use the Service after the changes apply, the updated Terms apply to you; if you do not agree, stop using the Service and delete your account on the Account settings page.
16Governing law and disputes
These Terms are governed by Romanian law. Disputes will be settled by the competent courts of Romania.
If you are a consumer living in the European Union, you also keep the protection of the mandatory provisions of the law of your country of residence, and you may bring proceedings in the courts of that country where the law allows.
Before going to court we encourage you to contact us so we can try to resolve the issue.
Consumer rights
The Service is free of charge and we do not sell any products or services to consumers through it. The consumer-information duties that apply to traders selling online (such as the ANPC alternative dispute resolution notices for online sales) therefore do not apply to it today; if we ever introduce paid features, we will provide that information before you buy. This does not limit any mandatory right you have as a consumer. You can always contact the Romanian National Authority for Consumer Protection (ANPC, anpc.ro) or, for cross-border matters within the EU, the European Consumer Centres Network, in Romania via ECC Romania. The European Commission’s Online Dispute Resolution (ODR) platform was discontinued in July 2025.
17General
If any provision of these Terms is found invalid, the rest remain in force. Our failure to enforce a provision is not a waiver. You may not transfer your rights under these Terms without our consent; we may transfer ours to a successor operating the Service, provided your rights are not reduced. These Terms, together with the Privacy Policy, are the entire agreement between you and us about the Service.
